Sa 3 is the highest ISO 8501-1 blast grade: blast cleaning to visually clean steel. The surface must be free of visible oil, grease, dirt, mill scale, rust, coatings and stains. Colour is uniform metal. Inspectors often call it white metal. The usual US equivalent is SSPC-SP 5 / NACE No. 1.
The gap versus Sa 2.5 is the last few percent of staining. Sa 2.5 allows faint shadows on a small area. Sa 3 allows none. That last step costs extra time, abrasive and inspection. It is worth it only when the coating system needs it.

To hold Sa 3 you need enough air at the nozzle, a sharp abrasive, a nozzle that has not worn oversized, and immediate coating. Angular steel grit or a tight copper-slag cut helps. Then prove DFT and holidays after paint, not only cleanliness before paint.
